The Will of the Galaxy, as stated by Hel, rejects the human ambition to spread accross the universe. Immortals cannot die and have no offspring, so their numbers do not rise. The undead the immortals created, however, are free from the cycle of life and death, giving them a stationary, pure existence. When species cease to evolve, they are no longer a threat to the universe. Hel's intentions were to create a universe free from the cycle of life and death.
This is, as far as we can tell, the Will of the Galaxy, Dark. Most immortals throughout the series follow the Will of the Galaxy and want to rid the world of all human existence and replace them with undead.
